Human resource studies seeks to investigate the factors affecting training and the impact of these trainings on the development of human learning in organizations, and in this field, it uses different methods. The complexity of the educational environment and others, the different dimensions of human resources training and the different conditions and influencing factors based on blended learning in service organizations such as different banks require that banking analysts are equipped with appropriate methodological approaches in order to be able to analyze phenomena such as human resources training based on blended learning. To study and examine in their own framework and context, this research is designed with the aim of designing a model of human resources training with a combined learning approach in state banking by Delphi method and thematic analysis, which is practical in terms of purpose and in terms of the way of collecting information as part of the research. It is qualitative. The statistical population includes experts and senior bank managers who were localized and selected based on the Delphi process. The collection tool in this research is a Delphi questionnaire, in addition, after collecting the data, the codes related to the written interviews were analyzed using the content method. The validity of the research was obtained through expert agreement and validity with the help of consensus of opinions and face validity. The qualitative research method was extracted using a network of themes with 118 basic themes, 24 organizing themes and 7 overarching themes. The results showed that all the themes identified are related from the experts' point of view and there is a good consensus about their importance.
