The statistical population used in the qualitative section includes 30 cultural experts by selective sampling and the statistical population of the quantitative section includes 194 student-teachers active in student organizations who have been selected by relative random sampling. Findings from the study indicate that structural (195), behavioral (/ 368) and contextual ((312)) factors play an important role in the emergence of issues and problems of cultural and social programs and activities. The results of regression also show that 63% of the variance of the dependent variable is explained by these three variables: structural factors, contextual factors and behavioral factors.
